Perhaps you'll drown in 3.8.0 Window releases soon, as the build process is
fairly smooth these days.

But the devs haven't decided yet in what form (what packages, what
dependencies included) a windows installer should be made available and
where to put it up.
There still seem to be some OF packages depending on new features of
Octave-3.8.0 that haven been released yet. It would be nice to include some
(or all) of them in a Windows installer. 

So, just try Markus' one to get the taste and wait a few days until things
become clear. This time of year (holidays) isn't a time for developments
going very fast :-)
