setenv ("JAVA_HOME", "/full/path/to/Java-JDK/WITH/FORWARD/SLASHES")
not sure if this helps.
But I installed JDK and go to "Environmental Variables" to add a new system
variable called "JAVA_HOME" which is of JDK path. Then add the path with
"\bin" in PATH variable.
After these have been done, go to Octave and type in pkg install
java-1.2.9.tar.gz for instance.
