pkg install -forge seems broken

pkg install -forge seems broken |

I'm trying to install a package from Octave-forge and I get the
following message:
octave:8> pkg install -forge java # Doesn't matter what package
error: get_forge_pkg: could not read URL, please verify internet connection

I had Octave 3.6.2, and just installed 3.6.4 Mingw but it didn't
help any.
Apparently this happens if the internet is down, but I have an
internet connection, and I don't know how to see what URL is
being requested.
Any ideas?
