```yes, there is a difference in using scale or noscale
b=fir1(100, 1/12, 'low', rectwin(101), 'noscale')
b=fir1(100, 1/12, 'low', rectwin(101), 'scale')

b(51) turns out to be slightly different in this case

in case of scale its:
octave:104> b(51)
ans =  8.61344131763296799730867e-02

in case of noscale its:
octave:106> b(51)
ans =  8.23567708333333287074041e-02
