There is a recent thread in this list with instructions to run Octave
on Windows 8:

I maintain a customized version for my classes, that runs on Windows 8
(following the above instructions). You can download this version from
http://forja.rediris.es/frs/download.php/2954/Octave-UPM-R8.2-setup.exe

Please note that you might need to install some additional
libraries. Just install Octave UPM and try to launch it. If you see
the main window, you don't have to install anything. If you get an
error, install the following file and open Octave UPM again (you don't
have to reinstall it):
