Not yet.

A while ago JWE (lead dev) made a first draft for a matrix editor, look
here:
https://savannah.gnu.org/patch/?8039

In recent development builds on my Linux box it still worked OK, until one
or two weeks ago (then I had to completely renew my source tree and I didn't
bother to apply the patch again - it doesn't apply cleanly anyway these days
as development has continued).
On Windows development builds it didn't work anymore for a longer time (that
is, the matrix editor window pops up but the matrix itself isn't shown).

So yes, there is something similar (in the development version of Octave)
but no, it needs to be developed further.
