problem with installing a package

Hi, 
I'm a OSX Mountain lion user running Octave 3.4.0 . 
I have downloaded the latest version of octave from
ftp://ftp.gnu.org/gnu/octave 
when I type the Command " pkg install octave-3.6.4.tar.gz " I see this error
: 

package is missing file: DESCRIPTION

/Applications/Octave.app/Contents/Resources/share/octave/3.4.0/m/pkg/pkg.m
near line 1691, column 7

and I don't know what should I do 

please help me with this.
