I have downloaded the Octave from the Octave Forge

http://sourceforge.net/projects/octave/files/Octave%20Windows%20binaries/

There are too installers available on the windows for version 3.6.4 which is latest

1. octave-3.6.4-vs2010-setup.exe
2. Octave3.6.4_gcc4.6.2_20130408.7z

I have installed both on my laptop.
