Are ~=, != and ne exactly the same?

Hi,

According to the help, it seems that ~=, != and ne are exactly the
same (except that ne is not an operator). Is my interpretation
correct? Thanks.

 -- Operator:  ~=
     Logical 'not equals' operator.

     Logical 'not equals' operator.

     See also: ~=, ne

 -- Built-in Function:  ne (X, Y)
     Return true if the two inputs are not equal.  This function is
     equivalent to `x != y'.
