circshift is implemented as an octave function and not in c.

octave:1> which circshift
`circshift' is a function from the file /usr/share/octave/3.2.4/m/general/circshift.m
octave:2> version
ans = 3.2.4

Take a look at that file and see if it serves your purpose.
