The "plot" you attached is a more of a illustration.  Octave isn't a good tool for drawing illustrations.

Octave is very good for calculations.  Have you tried Octave yet?

If you want to see some jitter then maybe you want:

 diff(data(:,7))
ans =

   2.5488e-02
   2.3000e-05
   1.5000e-05
   1.4000e-05
   1.4000e-05
   1.7000e-05
   1.5000e-05

This is just a guess.
