So try to run it locally first. This should be easier than trying to
run it remotely.

Again, as I understand it, EC2 is just renting you a computer. So you
can do whatever you want with that computer as if it were a local
computer, in addition to the caveats like letting Amazon ultimately
control it and letting them snoop on you. In particular, as I
understand it, you can install a free GNU OS on it, such as Debian or
Fedora and the particular instructions for getting Octave running on
that OS apply:
