On some of my systems I see the same; it works if I pan (or zoom, or drag)
the graph a bit - it then jumps to the proper size. Apparently any action
which forces a complete redraw of the axes (just switching grid on or off
doesn't suffice).

It doesn't bother me so I never thought of entering a bug report. It would
be great if you'd do that.
