Yes, usually no-one tries to install ALL packages.
Each package is maintained by a different person, all maintainers are voluteers 
who devote to octave-forge as much time as they have available.
If a problem arises with some package, the time it will get for the problem to 
be fixed and a new version of the package released depends on the time 
availability of the package mantainer.
Things usually move faster if the problem is tracked down by some user and 
reported, and even faster if the report contains a fix. 
In this particular case the fix is already in the svn repository, what needs to 
be done is just to release a new version of the package.
If you want to speed up the release, maybe you could help by preparing a 
release for odepkg using this procedure [1]?
