Your Octave installation is incomplete/corrupt, where did you get Octave from?
Also, the Octave version you are using is quite old, would you be able to
update?

Packages are 3rd party add-ons that are developed/maintained/documented
separately from Octave.
Many Packages are distributed on Octave-Forge
http://octave.sourceforge.net/packages.php
for example the control package is documented here
