Per Glenn's suggestion, try ...

        sudo ln -sf /Applications/gnuplot.app/Contents/Resources/bin/gnuplot 
/usr/local/bin/gnuplot

        sudo ln -s /Applications/Octave.app/Contents/Resources/bin/octave 
/usr/local/bin/octave
