No one has made a binary for Octave 3.6.1 available yet.
You may want to check Fink and Macports, as they have both be rather good about
keeping Octave packages/ports up to date.
At the moment, there are no Octave-3.6.1.app bundles available. However, there
are some parallel efforts to do that. When one becomes available, you should be
able to find it at the link below.
