This sounds indeed like a good idea, for example it would also allow to rebuild 
all packages when switching to a new octave api version
without dowloading them anew, if you don't want this idea to be forgotten maybe 
you could add it as a feature request on the savannah tracker.
Or even better take a shot at implementing a patch for pkg.m yourself ...
