Thanks for all the suggestions. I ended up installing Xcode for both
computers. As was suggested, you CAN obtain Xcode for free. Just a tip for
future users, you do have to sign up for Apple Developer and it looks like
you have to pay but if you sign up as an Apple Developer for Safari then it
is free (it gave me three choices: Mac OS, iOS, or Safari - only Safari
developer is free). It was difficult to find the older versions of Xcode but
they are definitely up there (look under Resources -> Downloads).

In any case, I was able to install packages after installing Xcode. Many
