Try Tatsuro's and Nitnit's 3.4 binaries for Windows:

    http://www.tatsuromatsuoka.com/octave/Eng/Win/

They are a bit more rough around the edges (no "next next next"
installer), but people have reported they work. I understand they also
include compiled versions of the Octave-Forge packages.
