If the same code works in Matlab on the same machine I would also be
surprised if this were a rounding issue. On my system though, eps returns
2.22e-16 which is larger than your desired initial step of 2e-20, perhaps
Matlab automatically adjusts for this in some way but the Octave solvers do
not?
I don't know much of the internals of the ode solvers though.
