Alright, probably the easiest way to get the parallel package is to
download the Octave 3.2.4 Windows installer from here:
http://octave.sourceforge.net/
(scroll down a bit, click on the first Windows-looking link).
The package has a bug that nobody got around to fixing, but there's a
simple workaround: when you install it, as you click next next next,
there's a part where it asks you which packages do you want to
install. Uncheck oct2mat because it's buggy and breaks Octave. You
should see that the parallel package is one of the ones that it will
install.
Proceed, and that should be all, Octave should be installed along with
most of Octave-Forge.
