Since the OP also asked for OpenCL: There is currently an effort to implement OpenCL during this GSOC by X.ORG/Mesa and Denis Steckelmacher [1]. I have not found a license yet, but since this is an effort from X.org I assume it will be a free one, when the work is finished.

So, there is hope that a free OpenCL implementation is available soon.
