Hi, that file should exist in one of the following places:
/usr/lib/octave/packages/3.2/image-1.0.12/i486-pc-linux-gnu-api-v37/bwlabel.oct
/usr/lib/octave/packages/3.2/image-1.0.12/x86_64-pc-linux-gnu-api-v37/bwlabel.oct
Alternatively, you may want to install the current image package
(1.0.14) http://octave.sourceforge.net/image/index.html
