Søren Hauberg is the image package maintainer. There's some users
working on it at one time so the best place to to coordinate efforts
would be to post to the mailing list. If you'd like to help and have
permission to commit, just send us a patch or a function you wrote
first.

About the missing strel function, yes, it's not part of octave yet.
Seems no one had enough need of it to write it.

There is a bug tracker on sourceforge but most people just report them
on the mailing list.
