This should work:

sudo ln -s /Applications/Octave.app/Contents/Resources/bin/octave  
/usr/local/bin/octave

Assuming you just want to type 'octave' to fire it up on the command line, and 
/usr/local/bin is in your path.

When I updated, I changed the name of the existing octave.app and put the new 
one in its place.  The link remained intact without the need to re-establish it.
