error installing gsl

I used the autoinstaller for windows to install octave.  I then tried to
install the gsl library.  Here is what I get:
octave-3.2.4.exe:>pkg install gsl-1.0.8.tar.gz

I have looked and looked around the internet, but can't seem to find
anything.
