So Control-v is not bound to the quoted-insert function?  What does
"C-x k" tell you it is bound to?  Maybe C-q?  If it is not bound to
anything, then you can add a binding in your ~/.inputrc file and
repeat the test.  Or, if none of this works, I would have to conclude
that there is something screwed up with the Windows build, and since I
don't have a Windows system, I can't debug this for you.
