You need to install the control package from octave-forge
http://octave.sourceforge.net/control/function/dare.html
Which octave version and operating system are you using? Probably you
can install it via package system (if on linux) or you simply have to
load it if you use windows
pkg load control
You can check if it is installed with
pkg list
