As I've said before, I insist that this is an artificial distinction.
The packages are maintained by whoever wants to maintain them. There
isn't a well-defined octave.org society/group/company that is disjoint
from an octave-forge association. In fact, many 'Forge packages have
"The Octave Community" listed as its maintainer. That means you and
me. ;-)

Granted, the statistics package says it's maintained by Arno Onken,
but whether that person still has interest or not in maintaining it,
it shouldn't stop any of us from considering the possibility of
providing patches or support for the package.
