In ubuntu 10.04 they can be installed through the Ubuntu Software Centre GUI
(ie bottom entry on the applications menu) if you prefer.

Once opened, in the search pane (at the top left), type "mkoct" (no more
than this!) and it will find the header files. You have to choose between
Octave 3.0 and Octave 3.2. (I checked my version by reading the notices on
launching octave in a terminal). 

If you type any more than "mkoct" (on the way to "mkoctave") the search
engine will not find the correct files.
