emacs oictave-mode getting some love!

I recently submitted a couple of bug reports on octave-mode to the gnu bug
tracker, which were fixed with alacrity and enthusiasm by Stefan Monnier.  I
have personally tested the last one below, but not the first.

I think we owe Stefan some thanks, and I also wanted to encourage everybody to
submit bugs for octave-mode (we might get Stefan to take another look at double
quotes if we ask real nice...)
