It works fine for me too.
What IP address does ftp.octave.org resolve to for you? If it is
anything other than 128.104.176.132, your DNS server is returning the
wrong result.
If you are connecting to the correct IP address and it is still not
functioning properly, what FTP client are you using and on what kind
of system?
