Of course you can, search in yast for the octave-forge packages.
If you don't find them add the main contrib repository or use the 1-click
installer from the opensuse build service
http://software.opensuse.org/ymp/openSUSE:11.3:Contrib/standard/octave-forge-image.ymp?base=openSUSE%3A11.3&query=octave-forge-image
