Well, it also works for me in evil explorer (though I did have to
click on "direct link") maybe because I was being impatient.

I really can't see why can't get a browser to do this.

If you wish to persue Sergei's suggestion. You can get wget for
windows here http://unxutils.sourceforge.net/

Even though that version is rather old. It worked for me when I did this

wget 
http://downloads.sourceforge.net/project/octave/Octave_Windows%20-%20MinGWOctave%203.2.4%20for%20Windows%20MinGW32%20Installer
/Octave-3.2.4_i686-pc-mingw32_gcc-4.4.0_setup.exe?use_mirror=kent

(make sure there are no carriage returns in that single argument to wget).
