Well, no.  You need the Affero license for that.  This is what GPLv3
says:

|  To "convey" a work means any kind of propagation that enables other
|parties to make or receive copies.  Mere interaction with a user through
|a computer network, with no transfer of a copy, is not conveying.

You can let people access it.  And you can even distribute it, provided
you accompany it with information how to install it.

Not me either: from what I have read, it may prevent you from providing
the information how to install it: if this is true, it means that you
can not lawfully distribute it.
