There existed an incomplete implementation of the mex api in octave-forge for octave 2.1.x in octave-forge. However, since Octave 3.0.0 the mex API is part of Octave itself and is vastly more complete than the original mex api in octave-forge. No package is needed. The mex api is documented in recent versions of the octave manual, and a version is available at
