The software hosted there is usually for very specialised problem
areas[1]. Core Octave along with Octave-forge is sufficient for almost
any general-purpose situation. I'm sure, however, that you've seen on
this list the times when someone has a problem in a more specialised
problem area and someone else responds with software they quickly
whipped up at some point in the past to solve this problem.

That's the kind of free collaboration that the Mathworks' site used to
enable, with back and forth dialogue and sharing of code to solve
certain problems. This is what they're trying to restrict, trying to
make people who use Matlab always stay using Matlab.

[1] LIke an Emacs mode for us scarce deviants who swear by The Holy
Church of Emacs. ;-)
