Yes, increase the value of save_size in your TeX installation.
The
TEXMFCNF="..:.:./..::"
variable setting is there to tell pdftex to find the texmf.cnf file
that is distributed with Octave. That file contains
% Increase save size to run @seealso macro for Octave documentation
save_size = 10000
so maybe this file is not being used by your TeX installation? Maybe
you need to edit the global texmf.cnf file instead?
