I'm using the same version on windows XP professional sp3.
Sorry, I have not met such trouble yet.

Please try
 plot (1:10)
 drawnow("windows", "foo.txt", 9, "debug.txt")

In the "debug.txt", commands of gnuplot sent from octave are recorded.

Could you send me it as an attachment file?

It might give us a hint to solve the problem.
