Try

h = stem(1:10, 'marker', 'x')
set (h, 'marker', 'o')

in octave 3.2.x ... This uses the stem series objects supported in 
Octave 3.2.x and described in the section

Plotting -> Advanced Plotting -> Object Groups -> Stem Series
