On my system, dlmread doesn't expand tildes:

> octave:6> dlmread ("~/tmp.txt")
> error: dlmread: unable to open file `~/tmp.txt'
> octave:6> dlmread ("/Users/rob/tmp.txt")
> ans = [...]
