I'm not sure why the function is marked as not implemented. The reason
why it is missing from the package is that the function has been moved
to core Octave. Version 3.2 of Octave will include this function. I
guess this should be made clearer on the Octave-Forge web site.

Wrt. the speed of the function, then I don't really know.
