Octave on Windows XP

I can’t get Octave to run under Windows XP.  I tried the following without any success.

 

1)      Download octave Windows binaries from Octave-Forge: The “Windows Installer” link displays an empty list of binaries for downloading

2)      Installed the version of Octave provided through Cygwin: I type “octave” from an xterm, and nothing happens

3)      Built the latest stable version of Octave (V 3.0.5) from source in Cygwin: I type “octave” from an xterm, and nothing happens

 

Can anyone give me some pointers to help me figure out what I am doing wrong?
