I downloaded the function long ago from
http://wwwold.ill.fr/Computing/resources/software/matlab/#octave
The function is part of the fitting tools that are freely available. The
link to download the files is broken however.
I do not now if and how much the code was derived from FMINS or if it
was written from scratch by EF at ILL.
