Look in the ChangeLogs from the source tarballs.

If you want to have a really short log, look at 
http://hg.tw-math.de/release-3-0-x/shortlog
Specifically, you need to look at the changes between the 3.0.1 tag and
the 3.0.3 tag.

Generally, the 3.0 branch is in bugfix-only mode. So, if you are able to
overcome the .dll problem, I'd definitely consider upgrading.
