You can find pre-compiled binaries for Windows
here: http://octave.sourceforge.net.
It is known to work under Windows XP, but it should
work fine under Windows 2000 provided that you have
the latest SP installed (I think it's SP4). However, I
didn't test it under Windows 2000.
