The error messasage is in Swedish and in english it says;     "octave -3.0.3
exe knock into a problem and must be finished"

If you don't even know how to unpack this files it's very likely
that you are better off downloading a binary installer rather than the
source code.

You can download the Windows installer from

No that should not be a problem.
The most likely problem is that your browser is corrupting the file you download.
Sorry I am not a windows expert so I cannot comment more on this.
