How to use Forge Packages

Hello,

I have installed Octave using Ubuntu package manager and now would like to install
additional packages.

octave:3> pkg install arpack-1.0.6.tar.gz
configure: WARNING: no mkoctfile found on path

Where is mkoctfile created ? Is it a different package that I need to install ?
