octave-3.0.1+octave-forge for cygwin (temporal)

Hello

Sorry my condition has been not so good I cannot distribute the octave for 
cygwin papackages.

I have rent a 1GB web space to save time.


Here I have placed the  octave-3.0.1+octave-forge for cygwin

Unlike the previous distribution, all files are packed in a single file.
In addition, no explanation is attached.
